In the Vatican Curia and, by promoting the San Lorenzo International Youth Center, inaugurated in 1983, he helped shape the idea of World Youth Day (WYD) between 1983 and 1984.
Upon being appointed president of the Pontifical Council Cor Unum, December 2, 1995, he was promoted to the dignity of archbishop.
He was created cardinal deacon in the consistory of November 24, 2007. On October 7, 2010 he became president emeritus of the Pontifical Council Cor Unum.
