Archbishop for Military Services Timothy Broglio expressed concern about the cancellation of certain chapel contracts by the United States Army, warning that this measure “disproportionately harms Catholics.”

He clarified that this was not a result of the current government shutdown that has been going on for 16 days, but was caused by the decision of the United States Army Installation Management Command to cancel all chapel contracts for Religious Education Coordinators (CRE), Catholic Pastoral Life Coordinators (CPLC) and contracts for musicians in the military.

Broglio wrote that these contracts for musicians, administrators, and religious educators “served faith communities in military chapels” and have been essential in assisting Catholic chaplain priests in their duties.

According to the archbishop, the archdiocese “has depended especially on the professional skills and theological training of CREs, who, under the guidance of the priest, oversee the daily needs of religious education, coordinate catechist certification training for the thousands of men and women who volunteer, and ensure that appropriate materials are prepared and acquired.”

“By canceling these contracts, the military overburdens Catholic chaplains, harms chapel communities, and impedes the constitutional guarantee of the free exercise of religion, especially for Catholics,” Broglio wrote.

“Cancelling chapel contracts might appear to be a neutral elimination of chapel support that itself affects the free exercise of religion for all soldiers,” he said. “However, this action disproportionately harms Catholics, first, because Catholic chaplains are already in such low density and high demand, and second, because the Catholic faith requires continuing religious education and sacramental preparation that can only be achieved through competent support,” he added.

Broglio cited a RAND report which states that “there are approximately six Protestant chaplains for every 1,000 Protestant soldiers, and approximately one Catholic chaplain for every 1,000 Catholic soldiers.”
