As announced this week by Daniel Scioli, Secretary of Tourism, Environment and Sports of the Ministry of the Interior of Argentina, during the launch of the Travel Sale 2024, the new one has just been published in the Official Gazette Student Tourism Regulations that seeks to “streamline” the activity of this sector.
The objective, as explained in the regulations, is eliminate “requirements that limit the correct functioning of the student tourism market and strengthening principles of commercial loyalty, the protection of students, and the speed and effectiveness of state action.”
The main changes that can be seen in the regulations are related to two central axes.
On the one hand, the processing of National Certificate of Authorization for Student Tourism Agencies through a more agile administrative procedure. It would be digital and would be processed only once.
This certificate will be valid uninterruptedly provided that the operator declares any changes and informs the guarantees as requested. The obligation to process this authorization every year is eliminated (something that involved the presentation of the same documentation each year).
On the other hand, “a complicated guarantee system” is changed (known as the Student Tourism Fund, Trust and Zero Fee) for surety insurance in favor of the passenger.
The latter the agency would hire him in the private sector and must cover one hundred percent of the contract.
It must be remembered that DNU 70/2023 repealed the Travel Agencies Law, but the National Tourism Law and the Student Tourism Law remained in force.

“The regulations were more than 10 years old, they had to be updated,” says Santiago Aramburu, a lawyer specialized in Tourism Law.
“It will be necessary to see if the new guarantee required has an impact on the final amount that must be paid and, on the other hand, how it is implemented: this guarantee must cover all of the installments and not just the basic contract that included transportation, accommodation, meals and safe,” he adds.
