On November 21, 1957, he became the first prelate of Caravelí, in the department of Arequipa.

Mons. Kaiser founded the Congregation of the Missionaries of Jesus, Verb and Victim on June 22, 1961 and prepared the statutes using the writings of his years of experience as spiritual director of several religious.

The Prelate died on September 26, 1993 at 90. On September 28, 2018, the diocesan phase of its beatification process was opened in Lima (Peru).
