The process began when it became known at the end of the 90s of the last century and the beginning of the 21st century that both the founder, Fr. Marcial Maciel, and other members of the Congregation had committed both sexual and authority abuses.
Between 2010 and 2014, Cardinal Velasio de Paolis served as the Pope’s delegate. Thus, the development of the work led to the implementation of a “zero abuse” culture in Regnum Christi and the presentation in 2019 of the first historical report on abuse in the Congregation of the Legionaries of Christ. In this field, since 2021, the report has been published annually Truth, justice and healing.
In parallel, there was a renewal of the structures to “give canonical form to Regnum Christi and clarify the charismatic identity”, on the one hand, while the Legionaries of Christ revised their Constitutions and the consecrated ones and the consecrated laymen were provided with a own legal form as societies of apostolic life.
