The approval of the 2025 Buenos Aires Budget put an end to one of the greatest benefits that users of hybrid and electric vehicles living in the City of Buenos Aires had: the exemption from patent payment.
This incentive that encouraged the purchase of cars with sustainable technology had been implemented in CABA in 2019, exempting them from this tax throughout their useful life.
However, in September of this year, the head of the Buenos Aires Government Jorge Macri presented in the Legislature a Budget, Tax Law and Tax Code package that, among many other aspects, proposed changes starting in 2025 in the way of calculating the payment. of patents and modifications in the benefits that electrified cars located in this district had until now.
Although the Buenos Aires budget was approved last Thursday with some modifications compared to Macri’s original model, starting next year the owners of “green vehicles” will lose the benefit of not paying patents.
This new measure will affect the sales rate of this type of vehicle, although there are still provinces and cities (Neuquén, San Juan, Mendoza and La Plata, among others) that maintain some type of tax benefit for hybrid and electric vehicles.
The new regulations establish that hybrid (of any type) and electric cars purchased from January 2025 will continue to be exempt from patents for the first two years.
But once that period has passed, there will be a staggered scheme of increases that will be determined as follows:
What happens in the case of used hybrids and electric vehicles? Users who purchased a hybrid or electric car and were exempt from paying the license fee in 2023 and/or 2024 must also adapt to the new partial payment scheme.
This means that vehicles of this type purchased in 2023 will begin to pay 40% of the license fee from 2025, while those who bought it this year will begin to pay 40% in 2026.
The Government of the City of Buenos Aires clarified that in terms of municipal taxes there are no “acquired rights”. The tariff condition in force at the time of purchase does not guarantee its continuity in the face of regulatory changes; when an exemption ends, the tax must be applied, regardless of the original conditions of acquisition.
According to the latest report from the Online Information System of the Automotive Market of Argentina (SIOMAA), between January and June of this year, 6,169 electrified modelswhich represents 32.7% more than last year.
Currently, some 40,000 vehicles with electrified propulsion system circulate in the country. Almost 90% of them are hybrids (HEV), with mild hybridization (mild-hybrid) gaining a lot of participation in recent times thanks, above all, to high-end brands that incorporated this technology as a unique offer in their vehicles. .
