After concluding his first government, Alan García left the country to seek asylum in Colombia in 1992, following the order of the government of his successor, Alberto Fujimori, to capture him, accused of illicit enrichment.

He returned to the country in 2001 and again ran in the general elections, reaching the second round, in which he lost to Alejandro Toledo.

In the 2006 elections he surpassed Ollanta Humala and governed the country for a second term, until 2011. In 2016 he ran again, but only obtained 6% of the votes.
