Pope Leo XIV appointed Mons. Giovanni Cefai as Apostolic Administrator of Juli’s Prelature, after the resignation of Bishop Ciro Quispe on September 23.
The Peruvian Episcopal Conference (CEP) reported on Thursday 25 that “it was appointed Administrative apostólico ‘vacant headquarters’ de la prelaura de juli a monseñor giovanni cephaiMSSP, Prelate Bishop of the Prelature of Santiago Apostle of Huancané ”.

Thus, this Bishop of Maltese origin assumes the leadership of the diocese until the Pope names the successor of Mons. Ciro Quispe.
The resignation of Mons. Ciro Quispe was given after an investigation of the Vatican initiated in mid -2024 for several accusations against him for bad sexual behaviors with women and bad economic management in the prelature.

In April 2019, Mons. Giovanni Cefai became the first prelate bishop of the prelature of Santiago Apostle of Huancané, erected by Pope Francis with dismembered territories of the prelatures of Ayaviri and Juli in the South Andean of Peru, near the border with Bolivia.
The prelate was born on August 5, 1967 in Zebbug, diocese of joy (Malta). In 1984 he entered the Missionary Society of San Pablo in that European country.
He studied at the House of London (England) between 1987 and 1991. He then studied at the Faculty of Philosophy and Theology at the University of Malta between 1991 and 1997.
He issued his solemn profession on October 23, 1994 and was ordered priest on December 6, 1997.
He was sent to Peru to follow courses for cultural and linguistic preparation for the mission in 2001. He was pastor of the parish of Santa Cruz in Arequipa between 2002 and 2013 and regional superior of the San Pablo missionary society in Peru.
In Huancané he does an important social work with the most needy, for which he has had the help of the Knights of Columbus.
