Pope Francis establishes that all legislative measures, of any nature, will be considered published when they are posted in different places in Vatican City even before appearing in the Minutes. Apostolic See
Specifically, at the time the measures are posted in the Patio de San Damaso, as well as at the door of the Post Offices, in the Palace of the Governorate and on the institutional website of the Vatican City State, They will be considered public.
